Goto your house and access your structural terminal and select set access fee.
Next, don't put any price or time in when it asks you for it, instead, leave the access fee window open. You can alt when entering the building you wanna set it at, but never close the window.
Now, once you are inside the building you want, set the access fee to whatever amount you want . To really piss people off, u can set their fee to like 999000 credits and let people never enter . So once the fee is all set as well as time, you are all set, and the access fee is on.

Also note: this works on anyones house or any public place such as cantinas or med centers or starports >

I can guarentee you this is easily tracable. And perhaps a possible dupe method hehe.
