That's how i enchanted 2 bows for +16

First, you need to get your bow enchanted at +3 and a low-level mage and decrease his cast. speed as much as possible. Then open the enchant scroll and target an NPC without closing the enchant window. I reccomend you to highlight the bow in the enchant screen. it means that you'll just need to click "OK" button to enchant it.
Then you need to cast any spell e.g. Wind Strike at the NPC. Your cast speed needs to be very low for you not to miss the moment.
Right at the moment when a wind strike is cast, but didn't hit the NPC yet, you press "OK" at the enchant screen and your bow enchants safely. This is not 100% cheat but I did it twice.
