SKILL POINT ALLOCATION FOR LEVELS 1 TO 29
YOU SHOULD BE USING LIGHT SPEED POTIONS UNTIL YOU GET AOE ATTACKS. LIGHT SPEED POTIONS INCREASE ATTACK SPEED FROM 5% TO 15%.
When you first start, the attack skills that are available to you are only one verses one, or PvP. Most classes will get a limited skill to attack more than one mob at a time, or PvE, around level 11, but the elementalist has to wait until level 22. Build only on these skills until level 15 and put skill points into defensive skills first and follow the outline to level 29. Upon reaching level 15, you should have the following allocation:

CHOOSING PvP OR PvE
After level 30, you have the option to convert to PvP. I would suggest that you not convert just yet. You will only be able to fight players your same level or higher. You will be at the bottom of the PvP ladder. Go through the PvP Skill Point Allocation Schedules in this guide and look for the level that has the skills you would like to have to PvP with, then PvE to that level. Once you reach that level, reset all PvE skills that you don't want or need.
If you saved the RESET option and did not use it at level 22, now's the time to use it. You will do a major revamp of your skills. Also, at level 22, you may not be able to afford buying the 3 Return Orbs from the Chantra Shop. Later, when you decide to convert to PvP, you will, more likely, be able to afford buying the Return Orbs with gold.
When you decide to go with a PvP build, you can use the Reset Button at the bottom left of any Magic Trainer in any city. You will get all your skill points back and the gold you spent to learn those skills. (After resetting your skills, the skill icons may still be lit, but no points are assigned... Exit the Skill Trainer and Open the Skills screen again. It should reset the skill menu too.)
OTHER PvE vs. PvP NOTES:
=Summons only attack one mob at a time. They will attack whatever you attack first and won't stop until the mob is dead or they are, even if you attack another mob. They will stay on the first one. You have minimal control over your summoned pets.
=The disadvantage to being a hardcore PvE build, is your that your PvP attack will be diluted somewhat.
=If you want significantly better odds in PvP with the least amount of skill points assigned to PvP, throw one skill point into Snow Hazard.
=If you're doing PvE, then increasing your attacks is the least important thing to do. Defense is definitely a priority. By increasing your defense (with skills) you can take on more mobs. It is better to be able to attack 2 to 3 more mobs at a lower percent than to be able to hit fewer mobs with a greater %. Sounds confusing.... Let me try to explain it again another way. Would you rather hit 10 mobs with 260% or hit 15 mobs with 230%? You would hit 10 mobs at 2600% or 15 mobs at 3450%. AOEs allow you to do an infinite amount of damage. You just have to be a good tank. If you're a PvE build, you always go defense first.
=For PvP, on the other hand, you need the opposite approach. Your best defense is a devastating offense. This will minimize the pot wars and you won't have to live for very long before you win the fight.

PHYSICAL DEFENSE vs. PHYSICAL RESISTANCE
SUMMARY: Defense only shaves off points of damage, where physical resist reduces a % of the damage done to you. If the % is greater than the points shaved, the Physical Resistance stones should take precedence over defense stones. The better stone to use will be based on the amount of damage you take, per mob or player, in battle. Let me illustrate with 2 different scenarios (#1 and #2) and apply each of these stones as a possible solution (A and B) to see the result you would get. It only requires some basic math to see the difference.
SCENARIO #1: (Higher Level Player) You’re only wearing a 4 slotted chest piece for armor with ZERO defense on it. Someone hits you with 1000 attack damage.
SOLUTION A: You have 4 stones for +4 defense for a total defense of 16.
......THE RESULT: You would receive 984 in damage.
......THE MATH: ((1000-(4*4))=(1000-16)=984)
SOLUTION B: You have one stone for 10% Physical Resistance.
......THE RESULT: You would receive 900 in damage.
......THE MATH: (1000-(1000*.1))=(1000-100)=900)
SCENARIO #2: (Low Level Player) You’re only wearing a 4 slotted chest piece for armor with ZERO defense on it. Someone hits you for 50 attack damage.
SOLUTION A: You have 4 stones for +2 Defense for a total defense of 8.
.....THE RESULT: You would receive 42 in damage.
.....THE MATH: ((50-(4*2))=(50-8)=42)
SOLUTION B: You have one stone for 6% Physical Resistance.
.....THE RESULT: You would receive 47 in damage.
.....THE MATH: (50-(50*.06))=(50-3)=47)
CONCLUSION: Physical Resist doesn’t work out too well for lower levels, or specifically, lower amounts of damage to you. As the attack damage against you increases, the percent of physical resistance is better.
PRAYER STONES & REINFORCING YOUR ARMOR
If you take your reinforceable items off and put them in your inventory, you can hover your mouse pointer over the item and see highest possible times you can reinforce that item. That high point will change as you move to different grades of equipment and different level requirements.
Got Stones?
As for stones, put physical resistance in Garb and Skirt. Then increase your HP next where ever you can with Stamina Increase, Life Prayer, and Life Recovery Stones. You don't have a lot of HP to play with. For the Elementalist, your main goal is to not get hit at all. I know that sounds obvious; I'll explain. At level 82, I am still less than 2000 HP without any sort of buffs and, buffed with everything, I can push 2800. There's not a lot of HP to play with there. Knights and Zerkers are designed to take damage. They have the largest amounts of HP available to them. Casters were not designed to take a lot of damage, but you'll have a harder time hitting one. We need to expound that fact as much as possible.
TIP: Madlove (Genesis, Brumhart) brought up a good point; you should insert the inexpensive stones in first and the more expensive ones in last. That way, there is a minimal chance to reset the armor with the more expensive stone in it. [Madlove]
If you are a PvE build, do not use Skill Block Prayer stones, mobs don't have skills, players do. It's not unusual to have a set of armor for PvE and another for PvP, if you are involved in both scenarios. If you don't PvP, you might still need a set for guild wars.
Listed are the stones that you should be using, in priority, by PvE or PvP.

Defense stones won't help you much against a skilled attack of 1000, or more, attack damage. This is why Defense stones are not necessary here. Also, on your server, level 3 Physical Resistance stones might be outrageously priced. There have been some bugs with Life Prayer Stones, so, do the best you can. At lower levels, you'll be upgrading you’re armor fairly quickly, so don't worry if you can't perfect your armor this go around. As you get higher, in level, precision and perfection will be more important.
Do not put skill block stones or physical resistance stones into armor with an equipment level < 30. You want HP and Defense Stones. You also want green stats that match too.
SLEEVES & BOOTS
SLEEVES: Attack speed and accuracy only have to do with normal attacks. Skilled attacks have their own accuracy and speed. So the green stats of sleeves have very little effect when PvPing. Use any Elite Sleeves you can find. You will benefit more from the defense increase than any of the green stats on sleeves. If you can get some elite sleeves with green stats, even better.
BOOTS: Adding some more Block % to your Soul Barrier's Block of 60% only enhances the Elementalist supreme grinding strength. If you can find boots with 5% block, then you can get your normal attack block % up to 65%. This means that you will block two thirds of all normal attacks against you.
